The neural propagation project aims at setting up an information and communication exchange center on the given site. Philadelphia is a city with long history and strong education industry. University city has already become a catalyst to activate the urban life of the city. In order to better integrate and develop this feature of the city, we try to look at a planning scheme which can create opportunities for people to communicate and space which can spark people’s curiosity, thus creating a kind of motivation or even seduction.

Through the study of the city wifi network, it is found that desire for information and learning is from new encounters either from travelling or meeting different people or being in unfamiliarized settings. According to this, the design try to address three scenarios. First, creating high density of population group and get them encountering each other. Second, making the travelling time as long as possible so that the visitors could have different interface to experience. Third, trying to create different sensory possibilities, regarding to the various composition scales of the space, diversified materials, rich visual connection.

There are three organizational logic investigated here in the project. Centralized - Decentralized - Distributed. The three logics are applied to the whole organization of the masterplan and are arranged in a hierarchical way. And the programme allocation is also following the three logic, thus having centers (tower), sub-centers (educational institutions) and distributed retail programmes over the site.
When zoomed into the single unit of the whole composition, the space of it is also designed based on the network concept at the masterplan scale.
